The IR Team should interview the business or mission owner to understand the missions and priorities. Ask them what is required as a bare bones minimum in order not to fail and in order to succeed, as those may be two different things. Determine the capabilities (services, ports, software/ hardware, connectivity, confidentiality/integrity of the data and availability of systems).
